The Fair Tax Act is a US Congress bill for modifying tax laws in order to substitute all federal income taxes, Internal Revenue Service, estate taxes, payroll taxes and gift taxes. It was recently amended so that Fair Tax is levied only one time when you buy new products and services. There is also some discussion with regard to giving a monthly payment to all households of citizens who earn below the poverty level.

Most experts believe that U.S. income tax system has a hidden effect on prices. Therefore, with Fair Tax, there is a strong possibility that it will reduce production costs. The tax rate will be progressive on consumption when the rebate is taken into account in Fair Tax law. This could lead to zero tax burden for a number of taxpayers.

Advantages and Disadvantages of the Fair Tax Law

Fair Tax law has its advantages and disadvantages. On one hand, it can be quite useful for investment and savings. On the other hand, it is not going to be easy collecting Fair Tax with issues of tax evasion hovering about. Fair Tax law may not yield enough money for the government which can result in a higher sales tax rate.

According to Fair Tax law, there is a 23% federal retail sales tax applicable on the transaction value of a purchase. In presenting the rate, Fair Tax law takes the total transaction value into consideration. Personal services such as legal services, auto repairs and financial services are subjected to the Fair Tax law. Another significant thing about Fair Tax law is that it uses a rebate system on a monthly basis rather than common state exclusions. Fair Tax law is also applicable on internet purchases.

Because of fixed monthly tax rebates in Fair Tax law, it is no surprise that the effective tax rate is going to be variable for any household. At low spending levels, these tax rebates can have more of an impact. The rebate is not going to be that effective at higher spending levels. If you want to pay a lower rate, you can make sure that you purchase used items instead of new ones.
